Chief of Party, Sahel Region

ACDI/VOCA is seeking a Chief of Party for an upcoming Regional Resilience Activity in the Sahel region - Burkina Faso, Chad, The Gambia, and Mauritania - funded by USAID. The anticipated program seeks to expand resilience in the Sahel, improving the ability of individuals, households, and communities to mitigate, adapt to, and recover from perennial shocks and stresses.

The Chief of Party will lead the overall strategic planning, technical implementation, and management of the program. They will monitor progress to ensure program goals and reporting requirements are met on time and within budget, complying with USAID and ACDI/VOCA policies and procedures. The program is anticipated to start in 2024 and this position will be based in Dakar, with frequent travel to Burkina Faso and other Sahel countries.

Responsibilities

• Serve as principal liaison with USAID staff, institutions, and client country partners to exchange information and foster professional relationships

• Represent ACDI/VOCA and the program to host-county stakeholders including USAID, public and private sector entities, government institutions, and the broader donor community and public

• Lead strategy development and utilize managerial tools and frameworks to achieve program goals successfully and sustainably

• Develop an effective integrated technical approach of country programs, consortium partners, participants, government actors, private sector partners, and other stakeholders

• Monitor program indicators, evaluate program results, and guide program implementation to achieve maximum impact

• Facilitate the development of the program’s evolving theory of change, overseeing the implementation of the work plan and tracking progress towards core indicators and learning objectives

• Develop systems that support collaborating, learning and adapting (CLA) approach, including establishing a culture of adaptive management

• Administer the program’s financial oversight and procedures, ensuring compliance with established ACDI/VOCA’s accounting principles and USAID regulations

• Identify issues and risks related to program implementation in a timely manner as part of a complex security environment

• Meet contractual obligations as specified by USAID

• Ensure quality control and timeliness of all deliverables

Qualifications

• Bachelor’s degree in international development, economics, agriculture/agribusiness, community development, or related degree required ; master’s degree preferred.

• Minimum 10 years of experience in international development, preferably in a food security, agricultural, or market systems context.

• Knowledge of and experience with USAID rules and regulations is required.

• Previous experience as a Chief of Party for projects with similar magnitude and complexity, involving multiple country programs, is highly desired.

• Proven ability to collaborate successfully with host-country government officials, international donors, and private sector stakeholders.

• Demonstrated experience in strategic planning, program design, resilience strengthening, policy dialogue, and systems improvement.

• Excellent written communication skills required, with a demonstrated ability to write reports in English in a clear, concise manner.

• Must have the ability to travel frequently and to manage in a complex security environment.

• Experience working in the Sahel region required.

• Fluency in English and French is required.
